Fourth District Legislation: September Update
Councilmember Tom LaBonge had a busy month of September, introducing a flurry of legislation touching on many topics around the district and the city. Below, a summary of what was introduced:
NFL to LA (CF# 13-1167) In light of the NFL season starting this month, Councilmember LaBonge introduced a resolution to reaffirm support behind bringing the NFL franchise back to the City of Los Angeles.
Port of Jakarta, Indonesia – Sister City Port to Los Angeles (CF# 13-1168) Councilmember LaBonge introduced, and the City Council adopted, a motion to initiate the process to consider the Port of Jakarta as a sister port to the Port of Los Angeles. Indonesia is the City’s 11th largest trade partner.
Duck Tours (CF# 13-1216) Councilmember LaBonge requested the study of finding the possibility of the development of a duck tour using an approved amphibious vehicle to conduct tours of the Los Angeles River, its beautiful historic bridges, and surrounding neighborhoods.
Water Fountains (CF# 13-1234) Councilmember LaBonge moved to create a plan to upgrade/restore water fountains in public spaces in the City of
Griffith Park Water Systems (CF# 13-1245) Councilmember LaBonge moved to investigate the aged water systems that are either not working or working improperly in Griffith Park and investigate grant opportunities for improvements.
Reclamation Water (CF# 13-1244) Councilmember LaBonge moved to study the current status of water reclamation in Griffith Park along with the progression of the existing Griffith Park Southern Water Recycling Project.
Food Coalition (CF# 13-1238) Councilmember LaBonge introduced a motion to report on measures which address providing meal service to individuals in the public right-of-way.
Bottle Caps (CF# 13-0002-S132) Councilmember LaBonge introduced a resolution to include in the City’s 2013-2014 State Legislative Program sponsorship and support of any legislation which would require bottle caps (from plastic bottles) to be attached to the bottle to avoid littering of caps.
Griffith Observatory Visitors (CF# 13-1097-S1) Councilmember LaBonge introduced a motion to conduct a study on finding improvements to the visitor’s experience by investigating feasibility of creating more parking spaces on adjacent roads leading to the Observatory, implementing a circulating passenger van, and creating a path for visitors from the Greek Theatre to the Observatory.

American Lung Association in California Walks to Fight For Air
The American Lung Association in California hosts its 4th annual Fight For Air Walk on Sunday, Oct. 20, to raise funds and awareness in support of healthy lungs and clean air. The Fight For Air Walk, a two-and-a-half mile route beginning and ending at Downtown Santa Monica, will feature a silent auction and festival-type atmosphere. With scenic ocean views along the way, it will be a great destination for all Angelenos to come out and spend the day with family and friends.
The Fight For Air Walk has attracted participants whose lives have been impacted by lung disease. Lung disease is the third leading cause of death in the United States, and is responsible for one in seven deaths nationwide. Lung disease is particularly prevalent in California. More than ninety percent of Californians live in areas with unhealthy air which contributes to breathing problems for the nearly five million of our state’s citizens afflicted with asthma, including nearly one million children.
